Jackie and Angel Cause Big Trouble: Part II

When my wife and I returned home Saturday afternoon after a morning of shopping, we found a notice on our door from the Ventura County Animal Regulations Department.

The perps.

At first I thought it was our disgruntled neighbor finding new and inventive ways to express their displeasure of our dog's barking. (Angel.) But a phone call this morning to the animal control people put those fears to rest. Apparently the department is out drumming up funding enforcing the licensing laws around this town, and they targeted our house because the last owner had a dog, and they were following up on that dog's license status. Since they found an unlicensed dog on the premises, I got a citation notice to license my dog(s).

Around here, the real role of a license is to ensure current rabies shots. You cannot renew your license unless you can show proof of current rabies shots. It's a yearly affair, and I would get the feeling the level of conformance is pretty low for dogs, and probably almost nonexistent for cats.

In any case, it is the law, so I ordered up Jackie and Angel's proof of spay and neuter respectively from the wonderful place that performed that service. Now I have to contact our vet and get copies of their shot histories. (I am really lousy at keeping my own records straight.)

I am mostly relieved, however, that it wasn't a call from our neighbors that brought out animal control. That would be the last thing I need.

Why is it that every dog named "Angel" seems to irritate neighbors with its barking? I used to live next to folks who worked the swing shift. They'd get home at 3 a.m. and let their Yorkie "Angel" out, where she'd proceed to bark non-stop for 15 straight minutes.

Come to think of it, I can't think of a human female named "Angel" who lives up to her name, either.

Max, you have known me since I was a kid... so, it should come as no surprise that I occasionally "bend" the law. Even where my dogs are concerned.

You know, Kate, when Angel was a puppy, he really was a little angel. (Yeah, I know, most dogs are.) Somewhere along the line he found out that barking gets results, and it really makes no difference to him that those results arrive in the form of negative attention. Still, all it takes is the presence of a squirt bottle, and he shuts right up.

As a side note, I knew a Mexican kid named Angel in junior high school. He punched the vice principal. Repeatedly.

I think you are on to something with the idea that dogs and humans named Angel rarely live up to their name.

We too have a city bylaw that states that all dog owners must license their dogs and show rabies certificates. For some reason (and I am not even sure exactly why I feel so negative about this) this forced licensing (taxation) really bugs me. Cat owners don't have to licence their cats (although there was talk of this a couple of years ago.. but it was quickly concluded that it would be too difficult to enforce). A couple of years ago the city added quite a hefty fine to anyone who is caught having a dog that is not licenced. I think this proclamation may be working against them more than for them. Any way.. long story short (or at least that was my first intent) I, so far, have not licensed any of my dogs. Yup... I am a rebel.
